
MAYOR CLARENCE W. HAWKINS

In 1989 Clarence W. Hawkins became Mayor of the City of Bastrop, Louisiana. He is the 33rd Mayor of the city. Under his Mayorship the city has accomplished the following:
from Helena High School in Greensburg, Louisiana. He received his B.S. Degree from
Grambling State University in 1965; Master of Education degree from Northeast Louisiana
University in 1972. He is married to Barbara A. Wright of Monroe, Louisiana. They have
two children: Lt. Colonel Stacey T. Hawkins, U. S. Air Force, married to Natalie
Coleman Hawkins; Tonya R. Hawkins Sheppard, M. D. Woman’s Clinic, Monroe, LA, married
to Angel Sheppard; three grandchildren: Stacey T. Hawkins, II, Ian Donovan Hawkins, and
Faith Victoria Sheppard.
Hawkins came to Bastrop in 1965 to teach in the Morehouse School System. He served as
Classroom Teacher; Assistant Principal; Curriculum Supervisor; Co-Director of
Personnel; Supervisor of textbooks, and Adult Education Supervisor for the Parish
School System. After retiring from the school system in 1985, he joined the Horace Mann
Insurance Company where he served as an Account Representative until 1989.
He is a member of St. Mary Christian Methodist Episcopal Church, serving as Assistant
Superintendent of the Sunday school, Director of the adult choir, member of the Finance
Committee, and Past President of the Steward Board.
He is current Secretary, Board of Directors, National Conference of Black Mayors;
Current Vice Chairman, Board of Directors, Firefighters’ Retirement System; Member,
Board of Directors, Louisiana Asset Management Pool; Member, Louisiana Workforce
Commission; Member, University Foundation Board of Directors (ULM). He is a Member of
the Louisiana Housing and Community Development Advisory Task Force; the 1st Black
President of the Louisiana Municipal Association (LMA) Executive Board; Past First Vice
President, Board of Directors of the Louisiana Municipal Association, and Founder and
Chairman of the Board of Directors of the St. Mary Community Development Organization.

- Fire Department advanced from Class III to a Class II Fire Rating which saved the
tax payers a minimum of $500,000.00 in Fire Insurance premiums. - Launched a comprehensive street and sewer rehab program which will rehabilitate
most sewer lines and overly streets that are in need of repairing. - Consolidated the Cemetery, Recreation, Maintenance, and Street Departments.
- Purchased the Ditto 150,000 sq. ft. Building to attract new business to the area.
- Passed 1.5 cent in Sales Tax to support personnel and other operational expense.
- Annexed and created the John S. Bond Subdivision for retail development.
- Obtained approximately 15 million dollars in Grant funds for various city projects.
- Increased the number of officers and the technology of the Bastrop Police Department.
- Coordinate approximately 3 million dollars in airport improvements.
- Established live radio and television coverage of City Council meetings.
- Built Fire Station #3
- Collaborated with Developer to build affordable houses.
